Candidates in a contentious Orange County Congressional race and their aides go at it even before the in-studio debate began. The encounter was triggered by complaints from the camp of Democratic challenger Harley Rouda that Republican incumbent Dana Rohrabacher was bringing notes with him onto the set of public affairs show Inside OC.
